The Justicars are a small order sworn to uphold the law in Estia. They are stationed in the cities and villages of the League, where they act as a police force. They work with local guards to keep the order and apprehend criminals. For smaller crimes, fines or fees can be handed out directly. For larger crimes, the accused would have to face the courts in one of the larger cities.
While a larger city might have a whole squadron of Justicars running a court, a small village might only have a single Justicar squire posted, if there is any presence at all. In more sparsely populated areas, a Justicar might patrol between several remote settlements.
Not all Justicars are necessarily combatants, many are lawyers or other court functionaries. The Justicars are closely associated with the Lodge of the Roses, where the Champions of each city-state convene. Members who reach the rank of Constable are automaticallly knighted and can use the title Sir.
The order's patron deity is Sif, the goddess of Justice, and they use her fleur-de-lis as their emblem. Their headquarters in Covenant contains a temple to Sif.
Melchior Renzone
(gnome, LG, 1366-): Chief Justice of the order. Sir Melchior is the highest authority on the law in Estia, and the final arbiter in court cases. He also sits on the Council of Estia ex officio. He is known for rarely taking sides, always voting with the law.
